The Ministry of Health and General Directorate of Residency and Foreigners Affairs in Dubai-DNRD launched the new electronic link project between “Dubai Preventive Medicine Department” under the umbrella of Dubai Medical Zone and “Dubai Residence” to facilitate residence procedures for laborers and employees in public and private sectors. His Excellency Dr. Hanif Hassan, UAE Minister of Health, said: “This move is a first step in the ministry’s plan for future development in different sectors and the achievement of outstanding cooperation with local and federal departments under the guidance of the federal government and the leadership of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, UAE Prime Minister, and Ruler of Dubai who stresses the need to achieve quality and excellence in all areas”. This was announced by His Excellency during the launch of the new electronic link between Dubai Preventive Medicine Department in Al Baraha and General Directorate of Residency and Foreigners Affairs in Dubai accompanied by Major General Mohammed Al Merri, Director General of the Department and a number of executive officers and employees from both parties. The UAE Minister of Health added that the ministry is currently working on the implementation of several programs to upgrade information systems and facilitate transactions through good practice of communications and information technology noting that the electronic link between the Dubai Department for Preventive Medicine and General Directorate of Residency and Foreigners Affairs will provide customers’ and laborers with less efforts and time to finish their procedures. His Excellency lauded the cooperation between the two parties referring to the quality and excellence of the department’s work as well as its speed and accurate performance in completing the residents and visitors transactions. Major General Mohammed Al Merri, Director General of the General Directorate of Residence and Foreigners Affairs in Dubai, said: “The second phase of “Takamul project” with the Ministry of Health through the electronic link with Dubai Medical Zone, is a great achievement in the field of strategic cooperation that would indeed positively reflect the quality of services. The first phase of the project was launched with Dubai Health Authority “DHA” during GITEX 2009”. He stated that “Takamul” project comes in translation of the wise vision of the UAE federal government and the instructions of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, Vice President, UAE Prime Minister and Ruler of Dubai who emphasizes the importance of facilitating customers’ procedures with all relevant local and federal authorities, in line with the prestigious rank of the UAE around the world. The Director General of Dubai Residence lauded the continuous follow up of Lieutenant General His Highness Sheikh Saif Bin Zayed Al Nahyan, Deputy Prime Minister and Minister of Interior, and the efforts of the department reassuring that “Takamul” aims for developing the electronic services of the General Directorate for Residency and Foreigners Affairs in Dubai and at the same time keep up with the latest developments in the technologies and internet areas. Major General Mohammed Al Merri, explained that the electronic link with the Ministry of Health will reduce paper documents and ensure the accuracy and validity of data transfer between the two parties in order to complete transactions electronically noting that the project aims for developing quality services, excellence and performance development as well as time management in order to avoid any legal violations or fraud in official transactions. Moreover, Dr. Afra Ahmed Bin Zaal, Director of Preventive Medicine Department in Dubai Medical Zone, said: “The Ministry’s instructions assure the importance of enhancing cooperation between government departments and provide time and effort to complete transactions electronically”. Dr. Zaal explained that the cooperation between Preventive Medicine Department and General Directorate for Residency and Foreigners Affairs will witness new phases through using the highest technologies referring to the fact that procedures for implementing the electronic link has begun already. She also added that the project includes detailed follow up from the first step of applying applications by the customers, making medical examinations, sending the results of the medical examinations through the electronic system of the Ministry of Health to the time of issuing the residence visa on the customer’s passport at the headquarters of the General Directorate for Residency and Foreigners Affairs in Dubai. She pointed out that it was agreed that the medical examinations will be repeated if they prove that he/she are not medically fit, and if the re-test proves the same results then the department has the right to reserve the applicant and notify the General Directorate to include his/her name in the black list. Lieutenant Colonel Khelifa Balqoba, Assistant Director for External Service Centers, explained that the new project will simplify the procedures of all the clients reassuring that exchanging data between Dubai Residence and Dubai Medical Zone, gives the two parties a clearer vision and accurate information about the health results and tests of residents in the emirate of Dubai. He added that the project “Takamul” aims for accelerating the residence visa procedures, avoiding any fraud or manipulation of the medical examinations results, recording the health results of expats in the country. The electronic project operates through a systematic and accurate system beginning from the hospitals of Dubai Medical Zone to the General Directorate of Residency and Foreigners Affairs in Dubai. At the end of the ceremony, His Excellency Dr. Hanif Hassan visited a number of departments at the General Directorate for Residency and Foreigners Affairs and listened to a brief explanation from Major General Mohammed Al Merri about the rules and regulations of residency visas as well as the services that are presented by the Directorate for foreigners in the UAE. His Excellency also viewed the advanced electronic services that have been launched by the directorate during GITEX 2009 as well as its distinctive services to customers through its land, air and sea exits, main headquarters in Jaflyia and 22 other external centers in Dubai. The Ministry of Health launched the electronic project between Dubai Preventive Medicine in Dubai and the General Directorate for Residency and Foreigners Affairs in Dubai lately where the two parties discussed the ways of facilitating residency procedures and medical examinations. Throughout their several meetings, the two parties seek for developing their services and facilitating customers’ procedures.
