With the help of this service, private sector businesses or free zones can get an establishment card with information about the business on it.
1. A copy of the appendix of the names of the partners.
2. Passport copies of the authorised signatories.
3. A copy of the authorisation certified by the notary public for the authorised persons (in the case of a manager).
Digital channels (website/smart application):
1. Log in to the smart services system through (UAE Pass or username).
2. Search for the service to be applied for.
3. Fill in the application data, where applicable.
4. Pay the service fee (if any).
Customer Happiness Center:
1. Visit the nearest Customer Happiness Center.
2. Get the automated turn ticket and wait.
3. Submitting the application that fulfils all conditions and documents (if any) to the customer service employee.
4. Pay the service fee (if any).
Commercial Bank of Dubai adds a AED20 collection commission to each transaction.

There is also a collection commission of AED15 for individuals and AED50 for businesses, according to Emaratech Company.


If the application is submitted through AMER Centers, a fee of AED100 will be added.
For airlines:
1. A copy of the trade license.

For fishing boats:
1. A statement "licence" from the Ministry of Environment and Fisheries is required.

For Excursion boats/commercial boats:
2. Hunting license.

For Abra/ Yacht :
1. Ownership from the Transportation Authority.

For stables:
1. Copy of the owner’s passport with the signature form.
2. Letter from (the engineering office of His Highness Sheikh Mohammed) affiliated to Ruler’s Court of His Highness Sheikh Mohammed Bin Rashid Al Maktoum (Diwan Dubai) in case the stable belongs to the ruler of the emirate.
3. In case the stable is owned by an individual (a letter from the municipality with the number of horses or passports of horses).

For charities / Quran memorisation centres:
1. License from the Community Development Authority.

For Livestock Farm:
1. A copy of the owner’s passport and the signature form.
2. A letter from the municipality stating that the owner has livestock.

For property:
1. Ownership issued by (the Department of Lands and Properties).
2. property map.

For hotels:
1. A letter from the Department of Tourism with the hotel rating.
2. A letter from the hotel stating the number of rooms and hotel rating.

For consulates:
1. A no-objection letter from the UAE Ministry of Foreign Affairs with permission granted to the consulate.
2- An official letter from the consulate stating that the members.
3- Consulate card.

For churches:
1- A letter of no objection to practising the activity from Dubai Municipality.

For farms:
1. A copy of the owner’s passport along with the signature form.
2. Ownership issued by (the Department of Lands and Properties).

For organisations:
1- An official letter from the Ministry of Foreign Affairs

For clubs:
1. Decree from the Court (Diwan) for cultural and social clubs
2. Federal Decree (for sports clubs).

For Yachts:
1. Ownership from the Ministry of Transportation
2. expired establishment card.

Quran memorisation centres:
1. expired establishment card
2. A license from the Community Development Authority
-Main GDRFA-Dubai Building:
The service is available during the normal operating hours of Main GDRFA-Dubai Building
-Amer Service Centre:
The service is available during the normal operating hours of AMER Centers
