GDRFA Dubai Policies

The General Directorate of Residency & Foreigners Affairs – Dubai strives to achieve the UAE vision 2021, which is a plan that aims to make the UAE among the best  countries in terms of economic and social development, by the golden jubilee of the union in 2021, through the utilization of national initiatives approved by the Cabinet.
In addition, GDRFA seeks to approve many policies  that have a great role in facing the challenges and simplifying work procedures in the institution, among these policies are: Emiratization Policy, Customer Happiness Policy, Sustainability Policy, Intellectual Property Policy, Future Foresight Policy and Stakeholders Engagement Policy .

Introduction

In line with the UAE's vision to be one of the best countries by 2021, "Dubai Plan 2021", and "The Capability Model of the Organization for Governance, Compliance and Risk OCEG 3", the General Directorate of Residence and Foreign Affairs – Dubai seeks to preserve the rights of stakeholders (customers, suppliers, staff. legislators, investors, partners) and treat them fairly, listen to their opinions and concerns, encourage constructive cooperation in matters of interest to stakeholders, participating in the development of society and the environment and organizing the process of communicating with stakeholders.

 

Policy Ownership: The policy is owned by the Department of Strategic Planning, which is responsible for communicating and introducing it to all divisions and departments of the General Directorate of Residency and Foreign Affairs.

The General Directorate of Residency & Foreigners Affairs is committed to:

  • Identifying key stakeholders by brainstorming session.
  • Understanding the needs and interests of stakeholders. And categorize them into groups with a purpose.
  • The classification of stakeholders in terms of importance, balances, reconciliation, or coordination between them.
  • Integrating stakeholder needs into organizational strategies and performance.
  • Making a list of all stakeholders
  • Analysis of the conflict of interest for many stakeholders
  • Analysis of potential conflicts of interest with or between stakeholders
  • Laying the foundation for the stakeholder framework.
  • Use a foundation to formulate a strategy and decision-making
  • Evaluating the current strategies.
  • Laying the foundation for stakeholder communication
  • Review this policy by stakeholders and update it annually or when needed

The General

Introduction

In line with the UAE's "Future Foresight Strategy” and “Dubai Future Agenda” The General Directorate of Residency & Foreigners Affairs –Dubai is continuously developing its performance by applying concepts and best practices in its fields of work, while managing challenges that may rise and taking advantage of opportunities that become available.

 

Policy Ownership: The policy is owned by the Department of Strategic Planning and Future Foresight - The future foresight Section, which is responsible for communicating and introducing it to all divisions and departments of the General Directorate of Residency and Foreign Affairs.

 

The General Directorate of Residency & Foreigners Affairs is committed to:

  • Raising awareness, integrating and promoting a culture of Future Foresight in all organizational units in the General Directorate.
  • Linking the strategic plans of the General Directorate to global trends to be based on Future Foresight, by building an effective partnership with local and international sectors to develop the innovation system in the General Directorate.
  • Work to achieve government directions which is related to innovation and Future Foresight by formulating proactive and innovative agile policies and systems. 
  • Develop a comprehensive, integrated and long-term perspective, along with the creation of practical and effective results that support the General Directorate to reduce the effects of potential risks, maximize the inevitable and anticipated opportunities, and enrich the decision-making process, to avoid scenarios expected to occur in the event that the General Directorate to Foresight the Future.
  • Achieving strategic indicators of Future Foresight in the General Directorate by cooperation with the Future Foresight team.
  • To Review this policy by all divisions and stakeholders, further to updating it annually or when needed.

Introduction:

In line with the 17 goals of sustainable development of the United Arab Emirates that were signed and agreed upon at the United Nations Conference on the Sustainable Development Plan for 2030, which includes its 169 goals, and the national agenda for the UAE vision 2021 to achieve a sustainable environment. The General Directorate of Residency and Foreigners Affairs in Dubai employs the sustainability policy to build the basic pillars of work to achieve sustainable security for all citizens and residents in line with the strategic goals of the administration

The General Directorate of Residency & Foreigners Affairs is committed to:

Economic Development Axis:

  • Contribute to sustainable development to reduce overheads.
  • Reducing the use of electrical energy at GDRFA Dubai.
  • Diversification of income sources to increase revenues.

Social Development Axis:

  • Raising job happiness to 100% and receive an award for the best work environment.
  • Customer satisfaction.
  • Providing Educational developments for the employees in the GDRFA Dubai.
  • Providing health insurance for the employees, Moreover, a medical clinic at the General Directorate Head Office.

The Environmental Development Axis:

  • Recycling consumer resources, reducing energy consumption and using clean energy.
  • Reduce the use of transportation and using the renewable energy at work.
  • Reduce technological risks and their uses in the future.

In line with the "National Strategy for Innovation" and "UAE Vision 2021", the General Directorate of Residency and Foreigners Affairs seeks to support the creators and inventors, in a world in which institutions compete for inventions that change the features of providing services and developing operations. Where the General Directorate of Residency and Foreigners Affairs is working hard to provide the appropriate environment for the associates to embrace their creations that produce works and inventions and compete at the local and global levels to reach the leadership levels in the field of creativity and innovation.

Ownership of the policy: This policy is owned by the Innovation and Creativity Center - Innovation section.

The General Directorate of Residency & Foreigners Affairs is committed to:

  • Registration of intellectual works and patents as intellectual property of the General Directorate of Residency and Foreigners Affairs for all that resulted from research or benefit from facilities or direct or indirect financing from the General Directory of Residency and Foreigners Affairs and all beneficiaries are obliged to cooperate to provide the documents required for the registration of intellectual property.
  • Registering some works and patents in partnership with the government or private sector for any joint work that results in an intellectual or patent work.
  • All associates who have study contracts, from GDRFA Dubai, are obliged to deliver all research and studies during the study period, to the Innovation section for registering the intellectual works for the General Directorate.

  • All organizational units are obligated to register the used smart systems, that fall under the category of computer programs and applications.

  • All organizational units are adhered to register any business (intellectual property, trademark, patent) before submitting it to the public or the media.

  • To Review this policy by all divisions and stakeholders, further to updating it annually or when needed.

     

Introduction:

In line with the UAE’s vision to be one of the best countries in the world. The General Directorate of Residency and Foreigners Affairs in Dubai adopted many initiatives and Which in turn contributes to raising the happiness of the customers, and these initiatives are based on the customer to enhance the governmental efficiency.

 

Ownership of the policy: Ownership of this policy belongs to Amer department.

The General Directorate of Residency & Foreigners Affairs is committed to:

 

  • Communicate with the customers in a unified manner with professional standards, so that the customer can obtain a smooth and consistent experience through all the service offices approved by the General Directorate.

  • Receive and follow-up on customer complaints through all means of communication and systems approved by the GDRFA Dubai, and register the complaint with a serial number and a description of the complaint and the required clarification, also determined the time period required to respond to the complaint.

  • Ensuring the provision of high-quality services to achieve the happiness of the customers and exceed their expectations through the publication of the customer charter which includes the obligations of the GDRFA Dubai towards the customers

  • Measuring and reviewing the satisfaction of the customers by adopting different methods to modernize and raise the efficiency of services provided to customers.

Introduction:

In line with the “UAE Vision 2021 and the “National agenda” Emiratization is a pillar and strategic goal that the General Directorate of Residency & Foreigners Affairs seeks to achieve through its existing business and strategies, and given the importance of the matter, every government entity is responsible for developing plans and initiatives to achieve the government's goals in building Citizens as a main pillar in the various fields of human resources, to enhance its position, both locally and globally.

Ownership of the policy: This policy is owned by the Human Resources department.

The General Directorate of Residency & Foreigners Affairs is committed to:

  • Achieving strategic and governmental alignment and implementing the strategic map of the General Directorate through implementing Emiratization plans to enhance the citizenship competencies in various professional fields of GDRFA Dubai.
  • Ensure the selection and recruitment of the best citizenship national workforce to meet the current and future needs for GDRFA Dubai, by having a qualified human competency to ensure their development
  • Increase Emirtization rates in GDRFA Dubai by setting plans and initiatives for the future to localize the targeted jobs.
